Climate change adaptation strategy

City of La Prairie , Québec

To address the growing impacts of extreme heatwaves and heavy

rainfall , the City of La Prairie developed a Territorial Adaptation Strategy

for Climate Change ( SATCC ) focused on reducing urban heat islands ,

strengthening resilience to extreme rainfall , and improving community

well - being . As part of the City ’ s ecological transition process and in

line with the OASIS program , this strategy integrates climate change

adaptability into urban planning , decision - making regarding green

infrastructure , and municipal regulations .

The Englobe team conducted a comprehensive spatial analysis to

assess the risks associated with heatwaves and heavy rainfall events .

The team considered both current and future climate conditions as

well as the population ’ s vulnerability – including sensitivity to climate

hazards and ability to cope with them – and indicators of chronic

disease and air conditioning use .

Despite limited data availability , the project team developed bespoke

spatial analysis methodologies to accurately identify priority risk areas .

This work identif ied 12 intervention sites across La Prairie , selected

based on their level of risk related to heat and f looding , as well as their

potential to generate signif icant adaptation benef its . Working closely

with its urban planning partner , Rousseau Lefebvre , and following a

participatory public consultation process , the team identif ied a series

of regulatory measures and developed 12 planning strategies , each

comprising the proposed physical interventions , a cost estimate , and

an implementation plan .

The Englobe team ’ s contributions to this project enables the City of

La Prairie to leverage green infrastructure within public rights - of - way

to increase the resilience of the area and its population in the face of

extreme heat and f looding .
