NetZero revitalization of the Westboro Beach Pavilion

Westboro Beach , located along the Ottawa River , has been revitalized

as a year ‑ round public destination that enhances access to the

waterfront while preserving the character of one of the capital ’ s

most valued natural spaces . At the centre of the site is the Westboro

Beach Pavilion , a Recognized Federal Heritage Building celebrated

for its architectural signif icance and strong relationship with the

surrounding   landscape .

Developed through long - term federal planning initiatives , Westboro

Beach became a f lagship example of accessible outdoor recreational

infrastructure and marked an important transition from privately ‑

held land to a shared community space enjoyed by residents and

visitors   alike .

As part of the site ’ s renewal , the GWAL team delivered a

comprehensive mechanical and electrical design focused on

sustainability and electrif ication . The pavilion now operates as a fully

electric , net - zero facility supported by high - ef f iciency , regenerative

ventilation , heat pump heating and cooling , electric water heating , and

a 10kW rooftop solar array . Designed for reliable year - round

performance , the upgraded systems signif icantly reduce emissions

while supporting the long - term resilience and environmental

performance of this historic waterfront landmark .

From an environmental standpoint , the renewed pavilion features :

— A fully net - zero building without any use of natural gas .

— A dual core regenerative technology which enhances energy

transfer between exhaust and fresh air ; the system is over 95 %

ef f icient without defrost control .

— Heat pump technology that provides heating and cooling to the

air handling unit , which operates solely on electricity with a higher

coef f icient of performance throughout the heating season .

— An electric backup heating coil that provides redundancy and

reliability in extreme temperatures .

— Electric water heaters which reduce carbon emissions

through   electricity use .

— A fully electric kitchen .

— A 10kW solar generation array on the pavilion roof .

— New electrical and Bell Canada service running under the

Kichi Zibi Mikan ( SJAM ) parkway .
